This document is a summary given drought occurs in Abaiang after long periods of low rainfall. In some villages, this causes fresh well water to turn brackish and this impacts communities and individuals ability to access fresh water and maintain their health and livelihood. Drought occurs at different times in each village depending on their vulnerability to drought.
PEBACC has four outputs:
1. Ecosystem and socio-economic resilience analysis and mapping (ESRAM) completed as a basis for adaptation planning at national, provincial and community levels.
2. EbA options analysed, prioritised and plans developed.
3. EbA plans implemented with demonstrated benefits.
4. Communications and outreach products developed to promote integration of EbA options into climate change policies, plans and projects.
This report incorporates material from different disciplines and covers a diversity of approaches to data collection and project reporting drawn from the literature. Whilst the compendium of projects and case studies does not claim to provide an exhaustive list of ongoing activities related to climate change and Indigenous Peoples, it does contain a representative and illustrative survey of current effects and adaptive responses.
This publication ‘Strategic Environmental Assessment – Guidelines for Pacific Island Countries and
Territories’ has been prepared to provide guidance on the application of SEA as a tool to support
environmental planning, policy and informed decision making. It provides background on the use and
benefits of SEA as well as providing tips and guiding steps on the process, including case studies, toolkits
and checklists for conducting an SEA in the Appendices.

A major objective of this report was to develop a regional assessment of Pacific Island sensitivity to projected climate change as a component of the Pacific-Australia Climate Change Science and Adaptation Planning (PACCSAP) program
The Pacific region is already having to address loss and damage, where climate change impacts exceed the limits of adaptation. In a 1.5˚C scenario these losses will be greater than today, however with planning and investment it will be possible for many Pacific island societies to adapt to the impacts of climate change in order to minimize these losses and to develop more resilient societies.
A major objective of this report was to develop a regional assessment of Pacific Island sensitivity to projected
climate change as a component of the Pacific-Australia Climate Change Science and Adaptation Planning
(PACCSAP) program. The PACCSAP Program is intended to help partner countries including Cook Islands, Fiji,
Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, Niue, Palau, Papua New Guinea, Samoa,
Solomon Islands, Tonga, Tuvalu and Vanuatu and their communities better understand and respond to climate associated impacts.
