The Forum Secretariat in collaboration with a number of Member countries, Council of Regional Organisations in the Pacific (CROP) and development partners is exploring a range of modalities, approaches and enabling environments that might assist countries to more effectively harness climate change resources and implement them to address national priorities. A number of these modalities are already being implemented or explored in the region and provide a practical experience to draw from -
Disasters, and therefore disaster response, in the Pacific are expected to be affected by climate change. This research addressed this issue, and focused on the immediate humanitarian needs following a disaster, drawing upon adaptive capacity as a concept to assess the resilience of individual organisations and the robustness of the broader system of disaster response..
Four case study countries (Fiji, Cook Islands, Vanuatu and Samoa) were chosen for deeper investigation of the range of issues present in the Pacific.
The number of multilateral environmental agreements (MEAs) and institutions has grown steadily over the last few decades. The work taking place under these agreements and within these institutions is increasing in volume and specificity, and it is having an increasingly substantive impact, particularly as there is an increasing focus on practical implementation.
This edition of the Multilateral Environmental Agreement Negotiator’s Handbook principally to respond to the need for a practical reference tool to assist in addressing the many complex challenges in such negotiations.
Effects of climate change on sea levels and inundation in the Pacific region
The assessment is based on long-term observation series of the large scale features that influence the climate and weather of Pacific CMSs.
This policy applies to SPREP’s own data as well as data held by SPREP on behalf of government agencies and partners within the Pacific.
The purpose of this policy is to:
• encourage the free exchange of data with other government agencies and partners within the Pacific and with the public in the Pacific and beyond
• promote the benefits of data sharing, and its links to good governance, accountability, public participation and the rule of law
PEBACC has four outputs:
1. Ecosystem and socio-economic resilience analysis and mapping (ESRAM) completed as a basis for adaptation planning at national, provincial and community levels.
2. EbA options analysed, prioritised and plans developed.
3. EbA plans implemented with demonstrated benefits.
4. Communications and outreach products developed to promote integration of EbA options into climate change policies, plans and projects.
This booklet complements other initiatives being implemented in the region, a number of which are being coordinated and/or supported by the Forum Secretariat in response to Leaders’ decisions.
A common finding across all four case study countries affecting adaptive capacity was the limited human resources for health and disaster response more generally, both in times of disaster response and in day-to-day operations. Another common finding was the gap in psycho-social support after a disaster.
The handbook is a joint publication of Environment Canada and the University of Joensuu – United Nations Environment Programme Course on International Environmental Law-making and Diplomacy. Environment Canada initiated this project and provided core contributions for the main text. UNEP generously provided the glossary, as well as expert advice on the handbook as a whole.
A major objective of this report was to develop a regional assessment of Pacific Island sensitivity to projected climate change as a component of the Pacific-Australia Climate Change Science and Adaptation Planning (PACCSAP) program
